Project: Resilient Employment and Socio-Economic Development (RE-SEED) Project
Main Activities
- Design and implementation of the project’s for MSMEs in line with the RE-SEED/PEP concepts on Business Registration, Financial Support, Entrepreneurship and Business Development Services (BDS).
- Ensures that all support to MSMEs is systematically combined with services (entrepreneurship training, financial literacy, BDS, formalization support), using GIZ standard products and methodologies (e.g., SME / Start-up Loop, financial literacy tools, PACA, other approved toolboxes).
- Coordinates the full grant cycle for MSMEs (including calls for proposals, outreach, eligibility checks, scoring and selection, steering committee preparation, contracting, monitoring and closure), ensuring compliance with GIZ, EU and project rules.
- Advises implementing partners and BDS providers on the design of integrated support packages (business registration, entrepreneurship, BDS, financial support), including target group definition, selection criteria, business plan requirements, and employment objectives.
- Supports MSMEs and partners in the preparation and assessment of business plans and investment needs, including basic financial analysis, cash-flow projections and definition of job-creation targets linked to the use of funds.
- Works with financial institutions, chambers, NGOs, and other ecosystem actors to facilitate access to complementary finance (e.g., bank loans, public schemes) and to improve MSMEs’ financial inclusion and readiness.
- Establishes and applies standard quality criteria for entrepreneurship and BDS activities (duration, coaching, follow-up, use of proven methodologies) and checks partner proposals against these criteria before approval.
- Contributes to documentation of good practices and lessons learned on financial support, entrepreneurship and BDS within the systemic PSD approach and feeds them into project reporting, strategy refinement, and acquisition.
- In collaboration with the finance team, coordinates the identification, negotiation, and conclusion of suitable forms of cooperation such as grant agreements, local subsidies, service contracts, or others and actively monitors the whole cooperation/implementation process including audits, ensuring coherence with budgetary and quality requirements
- Supports the project management in processes in relation to commissioners (BMZ, EU) such as reporting, preparation of briefing notes.
Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.

Required qualifications, competencies and experience
Education
- Bachelor’s or master’s degree in economics, business administration, project management, international relations, development cooperation, or an area that is related to the field of work is required.
Professional Experience
- 10 years of practical experience with entrepreneurship promotion and BDS delivery
- Professional experience in results-based monitoring of MSMEs (e.g., business performance, financial indicators, employment, and use of grant funds) and reporting to international donors such as the EU, World Bank, UN, or similar institutions
- Strong knowledge of project cycle management, monitoring and evaluation methodologies, and program development tools is required.
- Work experience in international cooperation/development is considered an asset.
- Understanding of international development issues in Turkey is considered an asset.
Professional Competencies
- Business fluency in Turkish, English and Arabic is required.
- Advanced working knowledge of ICT and computer applications (e.g. MS Office) is required.
- Strong orientation to quality. Meticulous in his/her work.
- Dynamic personality with a dedicated focus on the delivery of quality services even under tight timelines, self-motivated with proven ability to work creatively, proactively, and innovatively with limited direct supervision.
- Demonstrated ability to work effectively in a politically sensitive, challenging, fast-paced, high-pressure, and high-visibility context.
- Ability to contribute to decision-making and problem-solving by advising in a context of potentially diverse interests and complex issues/problems.
- Outstanding verbal and very good written communications skills.
- Strong interpersonal, organizational and diplomatic skills.
- Willingness and ability to regularly travel within in Türkiye.
- Willingness to enhance skills as required by the tasks to be performed - measures will be agreed upon with the management.
