Advisor on Emission Trade and Decarbonization/ Fit for Carbon Pricing Project

- Advising industry and state actors / regulators on content-related and conceptual issues of the Emission Trading System (ETS), Carbon Pricing, and the Carbon Border Adjustment Mechanism (CBAM)
- Provide technical advice and (data) analyses for the sector, technical and capacity needs assessment with respect to data management, MRV systems and required reporting on ETS and CBAM
- Support technical coordination, networking, and exchange of all relevant stakeholders (Turkish steel and aluminium industry, associations, state institutions, ministries) and consortium partners in the planning and implementation of measures and facilitation of a multi-stakeholder partnership on ETS and CBAM in Türkiye
- Set-up and oversee the project’s Monitoring and Evaluation (M&E) System and the collection and processing of relevant monitoring data of project activities and donor reporting.
- Oversee the contracting process for external consultants, including drafting terms of reference, selection, supervision, and evaluation, ensuring compliance with GIZ rules and procedures
- Liaise with political and implementation partners in a politically sensitive manner on requirement of the sector and build professional trusted relationship with industry and state actor by fostering dialogue formats
- Support in organising technical and high-level national events, peer exchanges, capacity development measures, and study trips and conduct regular business trips within Türkiye and, where needed, e.g., Germany and provide technical expertise on ETS and carbon pricing.

Required qualifications, competences, and experience

Education / Qualifications

- Master’s degree in economics, finance and/or industrial engineering, environmental science, or a related field.


Professional experience

- Minimum 5 years of professional experience in the decarbonisation of energy-intensive industries and carbon trading
- Sound expertise in the design and implementation of emissions trading systems (ETS), desirably in CBAM, as well as MRV systems
- Proven practical experience in designing and/or rolling out innovative financing instruments for the respective sectors
- Minimum 5 years of experience in working with the Turkish private sector, in particular, with an in-depth understanding of and experience in dealing/communicating with heavy industry, associations, and SMEs) and public-private dialogue and partnership formats
- Practical experiences with project Monitoring and Evaluation and donor reporting
- Strong networking skills and existing networks in Turkish industry and trade sector
- Sound knowledge of international and national climate protection policies and relevant emissions trading instruments and their financing


Other skills, knowledge, and competences

- Native in Turkish and business fluent in English is a must.
- Strong conceptual and analytical skills, incl. affinity for data management and MRV systems in a sensitive environment.
- Proven ability to work in a politically sensitive, public-private environment.
- Advanced working knowledge of ICT and computer applications (e.g. MS Office package) is required.
